For a carbon tax to work it must be, as the name implies, a tax.
At least Mr. Suzuki is telling it like it is. It will be a cash generator. Mr. Dion seems to prefer his smoke and mirrors "hidden agenda" tactic.
The outrageous run up in crude oil prices, beside driving up the tax take by all levels of government, is already working to reduce the amount of fuel being consumed. People can alter their driving habits, but next winter when the home heating bills start flowing in people will be stuck with a Hobson's choice...eat or stay warm.
The best hope the Conservatives have for a majority government is to have Dion try to sell this scheme over the summer months.</description>

It seems to me that this was another example of the usual knee-jerk reaction of the Liberals and NDP to pressures applied by another some of their favourite brain-dead advocacy groups. Both these parties, along with the Bloc, were all over the government about not doing enough for the environment. When Harper introduced the legislation their were cries of joy as "Harper and the Conservatives finally are beginning to see the light". Now it's a different story from the opposition. "Oh, no it wasn't us...it was all Harper," they wail as they point fingers. Hypocricy is alive and well in the opposition.</description>

As soon as it becomes about borders and border security, it will reach the tipping point that gets mass attention once people know what that means.  Americans don't want the Canadian government having access to their license data, and Canadians don't want the American government having access to their data either.  NAFTA is supposed to be about the free trade of goods, not the free trade of people.</description>

There are obvious tax implications - is there a just/fair system to be implemented to accomodate the additional burden on the school system as well as parks and rec; is there a system to be implemented to accomodate the additional burden of parking in an area that is zoned "single family residence".
Consider the purchaser on  a street that has a number of "illegal" apartments, is this what he had in mind for a neighbourhood when he bought his "dream home" - I think not.
It is time to tackle the issue and resolve many of the underlying problems that accompany  Brampton's thousands of illegal basement apartments.</description>

		<description>Lhasa - an Exercise in Smoke and Mirrors
Tourists and others caught up in the Lhasa March 10 "uprising" captured graphic images of rampaging Tibetan mobs and armed monks burning and looting Chinese homes and businesses and attacking ethnic Chinese. The evidence was clear for all to see. Despite their gentle Buddhist belief, the Tibetans were being seen as being directly responsible for the mayhem and killing. Local police and People's Armed Police were overwhelmed, outnumbered and unable to impose law and order.

China's state media followed up with images, including close ups of Buddhist monks armed with swords, active participants in the mayhem. 

The foreigners who witnessed the events, quite rightly believed that the Tibetans were responsible for the atrocities rapidly appearing across State media and the response from Chinese militia was an appropriate response for rampaging mobs.

Discontent had been smouldering throughout Tibet and "old Tibet" for over a year, each demonstration becoming more violent. None of these events were reported by the State media despite injuries, extensive property damage and deaths (including police).

Deployment of the PLA elite rapid response units from the 13th Army bases were already in effect prior to the uprising and could have been activated earlier to halt the massacre. It would appear possible, that like the 1959 Tibet massacre, the Lhasa boilover could have been deliberately engineered to justify the use of lethal force during the run up to the Olympics. China certainly did not want the foreign media involved then or now, at least not until the "sterilization" process is completed.

Recent reliable reports including intercepts by Britain's intelligence GCHQ, suggests that China engineered the violence using military personnel disguised as Buddhist monks and armed with swords, actively participated in the violence. Official Chinese media images of an incident involving a monk wielding a sword in a serious incident was later doctored to remove the "monk" who was identified as a local policemen. 

Video and eyewitness evidence confirmed police and paramilitary personnel standing by and videoing serious incidents without attempting to intervene, even when having the number to do so, tends to support the claim that incidents were staged as the excuse for the ensuing crackdown and killings.

How wrong can first hand on site impressions be when involved in such mayhem and confusion, and made worse by media images and comment supporting the mind's eye images.

The evidence was clear for all to see. Despite their gentle Buddhist belief, the Tibetans were being seen as being directly responsible for the mayhem and killing. Local police and People&#8217;s Armed Police were overwhelmed, outnumbered and unable to impose law and order.</p>
<p>China&#8217;s state media followed up with images, including close ups of Buddhist monks armed with swords, active participants in the mayhem. </p>
<p>The foreigners who witnessed the events, quite rightly believed that the Tibetans were responsible for the atrocities rapidly appearing across State media and the response from Chinese militia was an appropriate response for rampaging mobs.</p>
<p>Discontent had been smouldering throughout Tibet and &#8220;old Tibet&#8221; for over a year, each demonstration becoming more violent. None of these events were reported by the State media despite injuries, extensive property damage and deaths (including police).</p>
<p>Deployment of the PLA elite rapid response units from the 13th Army bases were already in effect prior to the uprising and could have been activated earlier to halt the massacre. It would appear possible, that like the 1959 Tibet massacre, the Lhasa boilover could have been deliberately engineered to justify the use of lethal force during the run up to the Olympics. China certainly did not want the foreign media involved then or now, at least not until the &#8220;sterilization&#8221; process is completed.</p>
<p>Recent reliable reports including intercepts by Britain&#8217;s intelligence GCHQ, suggests that China engineered the violence using military personnel disguised as Buddhist monks and armed with swords, actively participated in the violence. Official Chinese media images of an incident involving a monk wielding a sword in a serious incident was later doctored to remove the &#8220;monk&#8221; who was identified as a local policemen. </p>
<p>Video and eyewitness evidence confirmed police and paramilitary personnel standing by and videoing serious incidents without attempting to intervene, even when having the number to do so, tends to support the claim that incidents were staged as the excuse for the ensuing crackdown and killings.</p>
<p>How wrong can first hand on site impressions be when involved in such mayhem and confusion, and made worse by media images and comment supporting the mind&#8217;s eye images.</p>

On the other hand I smile thinking about the building designers and students and browers that have passed through Ballenford and the families that spent 169 years shuffling books out of order in the  Book Room.  These small specialized bookstores were a safe haven for book hounds for a long time. It is a shame that they are reduced to a warm memory.
